At Regent, safety is a priority. That is why we have our own Regent University Police Department (RUPD), headed by Chief of Police Chris A. Mitchell Sr., which is dedicated to protecting students, faculty and staff. Its officers monitor the campus 24 hours a day by video surveillance, and vehicle and foot patrols. All RUPD officers are sworn law enforcement officers under the Code of Virginia. They are armed and possess the same powers under the law as city police officers, with authority to apprehend and arrest anyone involved in illegal acts on campus and areas adjacent to it. Moreover, they provide immediate response to all police, fire and medical emergencies, and vehicle accidents on campus.

The Operations Division provides daily law enforcement services to students, faculty, staff, and visitors at Regent University. Officers handle a wide variety of calls for service by following the department’s core values of Sacrifice. Excellence. Respect. Vigilance. Innovation. Character. Endurance to ensure a high level of service is provided to those requiring police assistance.
To successfully meet the department’s core values of S.E.R.V.I.C.E. the Operations Division is made up of several divisions: Patrol/Public Safety Division, Professional Standards Divisions, Communications Division, and Technical Support Division.
The Patrol Division is comprised of DCJS certified law enforcement officers who respond to calls for service in and around Regent University property by vehicles, bicycles, or foot 24 hours a day, 7 days a week.
The Patrol Division also works with the Virginia Beach Police Department when investigating criminal violations. Officers have received training in first aid, crisis Intervention (CIT), de-escalation techniques and NARCAN so that they can provide quality services to the diverse needs of the Regent community.
The Public Safety Division is comprised of armed DCJS certified security officers who aid the Patrol Division. Security officers respond to calls for service such as unlocking doors for students/staff, providing safety escort, patrol the campus, and maintains a supportive relationship with local law enforcement.
The Communications Division is comprised of dispatchers who are on duty 24 hours a day, 7 days a week, and assist the Patrol Division by answering calls and dispatching patrol units to various types of incidents.
Dispatchers are certified DCJS 911 operators who provide police officers with information related to investigations of crimial and non-criminal incidents in and around Regent University property.
The Technical Support Division is responsible for the designing, installing, programming, maintaining, servicing, and inspecting of all access control panels and equipment on doors, CCTV cameras, keys and cores on all buildings and all security systems on and off Campus.
The Professional Standards Division includes the Training Division, Investigations Division and Internal Affairs which investigates all complaints of alleged misconduct of police department personnel. Once an investigation of misconduct is completed it is sent to the appropriate division for review and recommendations. The final disposition is subject to the approval of the Chief of Police.
The Training Division is responsible for maintaining the training mandate set by the Department of Criminal Justice Services (DCJS) for RUPD officers. Annual In-Service training includes firearms, defensive tactics, crisis intervention, constitutional law, cultural diversity, and ethics.
The Investigations Division is responsible for investigating criminal cases which occur within RUPD’s jurisdiction. Investigative support is also provided to the Patrol Division and works in close liaison with Campus Security Authorities (CSA), Title IX Coordinator, and with other law enforcement agencies.

Any unusual or suspicious activity that occurs on campus, at Regent Village or at Regent Commons should be reported to the RUPD. A police officer will be dispatched to take a report and investigate the incident. A crime log is maintained by the RUPD in order to appropriately track any criminal activity that occurs on campus. Information on crimes that may impact or relate to the surrounding community is shared directly with appropriate law enforcement agencies.
If you feel your personal safety is at risk while walking to your vehicle after dark, call Campus Police at 757.226.2075 or ext 2075, and an officer will escort you to your vehicle. Officer assistance is based on availability and there might be a slight wait time. Walking in pairs is also recommended in lieu of assistance from an officer.
VINE is an automated service that allows you to track the custody status of offenders in jail or prison over the phone or internet. You can also register to be notified by phone and email if an offender is released, transferred or escapes.
Please submit the following event request form if police services are needed. Police officer presence during an event is not a guarantee, it is subject to the demands of calls for service and other previous requests.
No policing services will be provided if the request is not made within 10 business days of the scheduled event. Describe the event need in detail, along with other factors that may provide better clarity to responding officers. Thank you.
The RUPD offers fingerprinting service by appointment Tuesday-Thursday 9:00-10:30 a.m. Inkless fingerprints take about ten minutes to complete. Payment of $20.00 (per person) for the service can be made in cash or by check made payable to Regent University. Two forms of picture IDs are required. Those preparing for the Bar exam must bring their own fingerprint cards for the state in which they will be applying for the Bar.
Fingerprints will be done in the CSB Building located off CBN Center East. Enter through the front doors and check in with the Desk Officer.

If your vehicle will not start, we will assist in providing a set of jumper cables to temporarily re-charge your battery. Due to the electrical equipment in our police patrol vehicles, an officer cannot provide a jump start. The individual will need to seek the assistance of another person willing to provide their vehicle. If you need assistance, please contact Campus Police Dispatch at 757.226.2075.
The National Bike Registry has a database which will allow it to maintain and track bicycles that are recorded on their site.

The RUPD is the primary agency for reporting and investigating all criminal and non-criminal incidents that occur on campus. In the event of a major offense (i.e., rape, murder, aggravated assault, robbery) the RUPD would report it to the local police and joint investigative efforts. Investigators from the RUPD and the City of Virginia Beach Police Department would also be deployed to solve these crimes. The prosecution of all criminal offenses, both felony and misdemeanor, is conducted at the Virginia Beach General District Court.
In cases where students are involved in violations of campus policy and/or Commonwealth law, both internal disciplinary measures and/or legal action may be taken. The deans of the appropriate university schools and vice president of student services will initiate disciplinary action in accordance with university policy for violators who are students. University employees who are in violation of established policy are under the jurisdiction of their department heads or deans. Civil authorities will, of course, take whatever actions are deemed appropriate for the offense committed. If minor offenses involving university rules and regulations are committed by a university student, the campus police may refer the individual to the disciplinary division of Student Affairs.

If you are the victim of a crime and do not want to pursue action within the university system or the criminal justice system, you should still consider making a confidential report. With your permission, the chief or a designee of RUPD can file a report on the incident details without revealing your identity. This will help to take steps to ensure the future safety of yourself and others. Anonymous reports are counted and disclosed in Regent’s annual crimes statistics. Although you may feel uncomfortable reporting a crime, consider the future safety of others and the possible prevention of crime that will result from your confidential report.
If the crime you are reporting is still in progress and/or if there is an imminent threat to the victim or others, please immediately call Regent University Police on their emergency line at 757.226.2911 (or 911). The free Regent Safe app is an emergency communication tool between the campus community and RUPD. It offers three major features, backed by a robust geo-mapping feature:
Mobile BlueLight – Members of the Regent community can tap the button to simultaneously send their location to and call university police, RUPD will then receive your location in real time.
Virtual Walk Home – Use this feature to let RUPD know where you're traveling, so they can keep an eye on you. University police will be able to monitor your progress to your end destination.
Friend Walk – App users can send real time location to a contact or local police with an emergency button in case of crisis.
The Regent Safe app by RAVE also includes a Chat with University Police and Report a Tip feature, as well as links to safety awareness tips, emergency procedures and other campus safety resources.

The RUPD prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report can be accessed through the link below. This report is prepared in cooperation with the Virginia Beach Police Department. Campus crime, arrest and referral statistics include those reported to the RUPD, designated campus officials (including but not limited to directors, deans, and vice presidents), and local law enforcement agencies.
